Description

GENERAL PURPOSE
The Human Resources Assistant I/Benefits Administrator focuses heavily on benefit administration, while also assisting in general HR collateral administrative duties and projects. This position may perform multiple Human Resource functions and assists the Human Resource Manager in a variety of other related activities as required.  

SUPERVISION RECEIVED

 Works under the direct supervision of the Human Resources Manager.

 SUPERVISION EXERCISED

 No supervisory duties are currently included in this position.

 ESSENTIAL DUTIES AND RESPONSIBILITIES

Recruitment & Offboarding

  • Conducts new employee orientations for Centennial Water & Sanitation District and the Metro District of Highlands Ranch.
  • Assembles New Hire Welcome Packets, and maintains benefit peripherals. 
  • Responsible for accurately communicating District benefit programs to new employees and pending new hires.
  • Schedules and conducts post-hire follow-up benefit appointments.
  • Assists new employees in understanding and completing employment paperwork; verifies completed forms for accuracy prior to processing.
  • Submits completed benefit forms to both payroll and insurance companies for processing, providing follow-up as necessary.
  • Maintains New Hire Benefit Tracking form in conjunction with Payroll.
  • Performs benefits offboarding with exiting employees.
  • Benefits Administration
  • Administers the District’s Health insurance program.
  • Coordinates employee meetings for the District’s Deferred Compensation plan, Section 125 program and Open Enrollment.
  • Ensures that each employee completes the appropriate Section 125 enrollment form(s) for two separate plans, and disseminates forms to payroll and American Fidelity for processing
  • Organizes and various benefit events such as, Employee Benefits Day, Wellness Fairs, Flue Shot Clinics, American Fidelity and CEBT Open Enrollment (and others as required).
  • Responsible for accurately communicating District match for Deferred Compensation and PEHP plans.
  • Stays abreast of current benefit trends, evaluates efficiency and value of current benefit programs, making recommendations for improvement.
  • Responsible for keeping current on all benefit changes.
  • Administers all aspects of the COBRA insurance program.
  • Verifies and adjusts insurance premium invoices and submits to Accounts Payable for payment.
  • Researches new “soft benefit” options for the Districts, ensuring maximum benefit potential.
  • Purchases, tracks and reconciles the sale of several discount ticket programs, and sources for additional options.
  • Provides top-notch customer service to employees by assisting with benefits related questions and issues timely.

Pension Plan Administration

Responsible for responding to requests for pension loan information received from employees and The Principal. 
Coordinates bi-annual individual employee meetings with a financial representative of the District’s pension plan
General HR Admin Duties and Responsibilities

  • Manages DOT program including, quarterly randoms, MVR audits, monitoring of DOT expiration dates.
  • Processes unemployment claims and employment verifications.
  • Routes calls, emails and visitors to appropriate member of HR team as required.
  • Plans quarterly Lunch and Learn programs
  • Responsible for maintaining Human Resources Intranet page
  • Serves as backup for the Human Resources Analyst.
  • Conducts or responds to Benefits surveys as needed.
  • Responsible for keeping Human Resources forms updated and available to all District employees.
  • Uploads Personnel Action Notices (PANs) to shared drives for processing.
  • Processes Worker's Compensation and FMLA claims
  • Other projects/assignments as requested by the Human Resources Manager.

PERIPHERAL DUTIES

Attend training sessions related to Human Resources responsibilities.
Actively participate in available training such as LinkedIn Learnings, or via other professional networks.

MINIMUM QUALIFICATIONS

Education and Experience 

  • High school diploma or GED equivalent is required.
  • Two (2) years of experience in Human Resource Benefits administration.


SPECIAL REQUIREMENTS

  • Possess and maintain a Valid Colorado driver’s license and acceptable Motor Vehicle Record.
    Availability to work during non-scheduled hours when necessary.
    Preferred (but not required) Certified Benefits Specialist (CEBS) or willingness to pursue certification.
    SHRM-CP, PHR, or aPHR Certification preferred (but not required)

NECESSARY KNOWLEDGE, SKILLS AND ABILITIES

  • Knowledge of HR and Benefits Administration.
  • Knowledge of database management and spreadsheet applications.
  • Proficient in the use of Microsoft Office; Microsoft Word, Microsoft Excel, and Microsoft PowerPoint
  • Ability to maintain confidentiality regarding Human Resource matters.
  • Skill in the operation of computers, printers, scanners, facsimile machine and copy machines.
  • Ability to accurately record and maintain Human Resource information.
  • Ability to communicate effectively both verbally and in writing.
  • Must have the ability to establish and maintain effective working relationships with employees, supervisors, other departments, officials of the public and vendors.
  • Ability to represent the Districts in a professional manner at all times.

TOOLS AND EQUIPMENT

Personal computer, including word processing, spreadsheet applications, graphics, and data base software; mainframe computer terminal, 10-key calculator, scanner, facsimile machine, telephone and copier.
