We are looking for a Specialist II TIS Product Owner who will act as a Lands & ROW product owner to evolve and support products, technology & tools to enable Lands and Right-of-Way information management capabilities. This position is accountable for the delivery of Lands and Right-of-Way product capabilities with a solution orientated approach that ensures our product features, tools and technology are aligned with roadmaps.

What You Will Do:
- Liaise with business partners to gather feedback and clarify requirements. Support multi-functional collaboration with technical teams, including GIS, Dynamics 365, and Azure.
- Help define and maintain the overall product vision and strategy. Facilitate and participate in envisioning and refinement workshops to define business needs. Maintain and prioritize the product backlog.
- Contribute to backlog prioritization and refinement in collaboration with senior Product Owners. Decide which features or user stories are most important to build next, ensuring the team focuses on delivering the most valuable work.
- Track progress of assigned features and escalate risks or blockers. Collaborate with the Program Manager and Solution Architects to align delivery with milestones and support sustainment planning and transition to operations.
- Lead and implement design of product solutions with a focus on current state deliverables, meeting business requirements and evolve with future state, demonstrating technical architectural knowledge.
- Implement enterprise data governance policies, procedures and standards and technology implications that dictate how data is managed.
- Lead and support all technology aspects to ensure operational requirements are met and that all systems development lifecycle technical needs are met (such as operations, deployments, cutovers, testing and support).
- Work with the team to continuously improve the product and the development process.
Who You Are:
- Degree in a related field, e.g., Computer Science, Management Information Systems or a two-year technical diploma with 7+ years of direct related experience in an IT Strategic business environment in a process driven service delivery model.
- Strong understanding of enterprise IT systems, ideally with exposure to ERP, CRM, cloud, Dynamics 365, ESRI ArcGIS, Azure, or similar data platforms.
- Strong communication, negotiation, and stakeholder engagement skills.
- Proven success delivering digital products or platforms in Agile/Scrum environments. Proficiency with Agile delivery tools, traceability tools and backlog management platforms (e.g., Jira, Confluence, Azure DevOps).
- Experience leading initiatives by analyzing systems design, assessing risk and calculating business value to resolve product selection.
- Demonstrated ability to translate business needs into technical requirements, Requirements elicitation, and process modeling.
- Strong problem-solving and analytical skills, able to lead multiple projects under strict timelines, work well in a demanding dynamic environment and meet overall objectives.
- Well-developed expertise in strategic and business planning, process analysis, systems analysis, project management, relationship management, driving process and cost efficiencies.
Preferred:
- Minimum 10+ years of experience as a Product Owner, Product Manager, or Business Analyst in a complex enterprise environment.
- Experience managing multi-vendor environments or working across business and IT domains.
- Certifications such as Certified Scrum Product Owner (CSPO), SAFe PO/PM, or PMI-ACP are advantageous.
- Understanding of Land Management workflows and data structures.
- Exposure to financial services, public sector, energy, or other regulated industries.
Working Conditions:
- Typical office environment with in-person and virtual meetings to other locations.
- Occasional travel (~2 or 3 trips per year) may be required for stakeholder engagement or workshops.

Physical Requirements include but are not limited to:
Grasping, kneeling, light - moderate lifting (objects up to 20 pounds), reaching above shoulder, repetitive motion, typing, sitting, standing, visual requirement (able to see screens, detect color coding, read fine print), hearing requirement and the ability to sit at a computer for long periods of time.

Ability to: understand, remember and apply oral and/or written instructions or other information, understand complex problems and collaborate/explore alternative solutions, organize thoughts and ideas into understandable terminology, organize and prioritize work schedule on a short-term basis, make decisions which have moderate impact on the immediate work unit and monitor impact outside this area, understand and follow basic instructions and guidelines, complete routine forms, compose letters, outlines, memoranda and basic reports and communicate with individuals via telephone.
